Medical drugs

It is prohibited to send and receive medical drugs with international postal consignments, if one of the parties involved is a legal person, e.g. an internet shop.

In the “Destination Post” field, enter the postal code of the destination country, consisting of the two-letter ISO code of the country of destination + “A”. Eg in the case with Austria: ATA.

In the “Good description” box you must enter the English name of the item or category of goods you are shipping (it is advisable to start a search on a more general category, eg “tobacco products” instead of “cigarettes”). In addition to the results found in the database, the answer usually includes a link to the local customs website – we always recommend checking the information there.

It is also important that shipments are packaged in accordance with the packaging and labeling instructions.

  • Batteries

    The postal consignment of lithium metal / alloy and Lithium ion / polymer batteries or cells contained in equipment is accepted for sending on a following conditions:

    • Each package must contain no more than four cells or two batteries installed in or connected to equipment/devices.

    • The maximum net quantity of cells or batteries is 5kg per package.

    • Watt-hour rating must not exceed 20Wh per cell or 100Wh per battery.

    • The lithium content must not be more than 1g per cell or 2g per battery.

    • The equipment containing cells or batteries must be packed in strong rigid packaging and must be secured against movement within the outer packaging and packed to prevent accidental activation.

    • The sender’s name and return address must be clearly visible on the outer packaging.

    • It is forbidden to send equipment with damaged, recalled or faulty batteries.

    • If there is a maximum of four lithium cells or two lithium batteries, installed in equipment.

    Acceptable:

    • Lithium-ion batteries (LI-ION) — rechargeable batteries used in products such as: laptops, mobile phones, MP3 players, portable DVD players, GPS devices, cameras, cameras, battery-powered tools, etc.

    • Lithium metal batteries –— non-rechargeable batteries used, for example, in small portable devices: clocks, thermometers, calculators, remote controls (car remotes/keys), spare batteries for electronic devices, etc.

    Consignment can be send to a country

    Australia, Estonia, El Salvador, Gibraltar, Georgia, Hong Kong, Japan, Canada, Korea, Lithuania, Latvia, Malaysia, Monaco, Mongolia, Norway, Portugal, French Polynesia, Saudi Arabia, Singapore, Finland, Switzerland, Chile, Turkey, New Zealand.

    NB! Lithium batteries are dangerous because under certain conditions they can overheat and catch fire!

    Unacceptable (batteries exceeding the permitted size/capacity limits)

    • Electric bicycles

    • Electric wheelchairs

    • Small generators

    • Batteries not installed

    • No batteries installed in the phone

    • No batteries installed

    • Batteries sent separately

    Alkaline metal, nickel metal hydride (NiMH), nickel cadmium (NiCd), zinc-air and zinc chloride batteries sent without equipment / devices (Including D, C, 9V, AA, AAA and AAAA alkaline batteries) – they must be new and sent unopened in their original retail packaging, surrounded with cushioning material e.g. bubble wrap.  

  • Consignation of valuables

    Send coins, bearer securities, traveller’s cheques, precious metals and stones as well as other precious goods as a consignation of valuables (Standard parcel service) or insure the parcel.

  • Alcohol

    Within the European Union, private individuals can transfer alcohol products tax-free only for personal use, irregularly and in small quantities.


    NB! It is forbidden to send alcohol of 24° or stronger anywhere by mail, because packages containing strong alcohol are not allowed on board the plane.


    Alcohol products delivered in large quantities on a regular basis are treated as sales of goods and excise duties must be paid upon receipt.


    Whether it is a non-commercial or commercial quantity, the customs officer of the destination decides and takes responsibility.

  • Living animals

    All living things must be packed in specially designed containers that prevent them from being damaged and escaping from the packaging.


    The sender is obliged to mark the shipment with the special marking “CAUTION. LIVE ANIMALS” (“ANIMAUX VIVANTS” for international shipments).


    Shipping is not allowed to those countries – Austria, Belgium, Germany, Denmark, Spain, France, Italy, Netherlands, Poland, Sweden.

  • Medical drugs and dietary supplements

    Private individuals can send medicinal products to each other. No authorisation from the State Agency of Medicines is required for a postal shipment containing up to ten unopened packages.

    One package may contain:

    • up to 200 units in solid dosage forms;

    • up to 500 g for powders for preparing a solution;

    • up to 50 g for homeopathic granules;

    • up to 500 ml for infusion and oral solutions;

    • up to 30 ampoules or vials for injectable forms of medicinal products;

    • up to 200 ml or 200 g for external medicines;

    • up to 100 g for herbal substances;

    • up to 200 doses for inhalation preparations;

    • up to 10 units for medicinal patches.

    If the quantity of medical drugs to be sent with the postal consignment is larger, then an application needs to be made to the State Agency of Medicines for the delivery of the parcel. In this application it needs to be confirmed that the products were sent from one private individual to another for the purpose of personal use.
Based on this application, the State Agency of Medicines will issue the permit for the receipt of the postal consignment.

    The restrictions for medical drugs do not apply to dietary supplements and they may be ordered by way of the internet. Yet, it is important to remember that dietary supplements from other countries, which are promoted on the internet, may turn out to be considered as medical drugs on the basis of Estonian law. Before you place an order for dietary supplements, make sure that you are also dealing with dietary supplements in the context of Estonia.

    If, according to the State Agency of Medicines, you are dealing with medical drugs, then it is not possible to deliver them to you. The delivery of medical drugs which have been ordered on the internet is prohibited in Estonia.

    The forwarding of narcotic and psychotropic medical drugs by postal consignment is prohibited.
